I understand that proposal in paragraph 17 of recent report of Joint Committee on cost of living allowances in Halaya, recommending payment of full cost of living allowance to officers whilst on leave outside Malaya, has been approved, I am informed that this 18 already the practice in certain other Colonies, Salaries Commission here made no recommendation on this point and cost of living allowances are only payable whilst on leave in the Colony or in certain cases where officers are sent on duty outside the Colony for short periods,

As Hong Kong practice appears to differ from that elsewhere, particularly in Malaya where apparently helf rates were already payable before the report referred to was approved, grateful for information as to general practice and for your comments and advice as early as possible, I anticipate representations from the Service(s) on this point as a result of Malayan arrangements.
